Flooded again!

Does anyone know what the hoa says about homeowners having cats that live outside? We have several cats (not ours) that seem to wander through our yard. They are digging in my flower beds and... well, you know.... I would like to get a trap from the human society to get rid of them but do not want to send away someone's pet. Anyone know the answer?
